Community Education District 196 Community Education is a part of Independent School District 196, serving the cities of Apple Valley, Burnsville, Coates, Eagan, Inver Grove Heights, Lakeville, and Rosemount, and the townships of Empire and Vermillion. Community Education embraces the belief that education is a lifelong process. It expands the concept of education from kindergarten-grade 12 to all community members and offers programs for people of all ages - early childhood programs, after school and youth enrichment programming, adult enrichment classes, swim lessons and training, and more.
